Kiribati needs a high-level analysis of fisheries and marine resources development, including their economics, in order to set and promote sustainable development goals in line with the government’s aspirations of achieving the highest level of economic and social benefits from the marine resources in particular the fisheries and mineral resources.
PDD is bound to perform a broad consultative/coordinative and holistic approach in the role of resource planning and economic analysis to provide an informed decision-making process through the following;
Leading the formulation of policies, plans and strategies, and monitoring and evaluating the implementation of all development programs and projects;
Providing proactive and sound policy analysis, strategic planning, effective communication, sharing and dissemination of data and information, and advice on all economic and developmental issues for the Ministry,
Working closely with FFA and SPC in particular to improve economic analysis and modelling of fisheries and mineral resources, including joint-venture companies.
Providing a coordinated and collaborative approach to the local communities, key stakeholders, both private and government sectors, and development partners,
Maintaining quality performance in the role of planning and advisory to the Secretary and the Minister in a timely manner, and to facilitate and strengthen the management and decision making of the Ministry.
PDD promotes sustainable development in line with the Government aspirations for achieving the highest level of economic development and social benefit from the marine resources in particular the fisheries and mineral resources. Thus, improving economic growth and poverty reduction. We aim to communicate PDD’s policy framework to promote our visions, missions and capabilities for further developments.
PDD works within the Ministry which plays a central and overarching role to oversee all development programmes and projects for the Ministry. PDD deals with:
All concerns in relation to the planning, formulation, development, monitoring and evaluation stages of the program and project.
All Divisions, Units, SOEs are responsible for management and operation of all activities, implement given projects and to provide progress reports (every 3 months) and terminal reports (at completion of activity)
PDD works closely with all the divisions and units for effective coordination and implementation of projects. 6-monthly meetings are convened to evaluate project implementation, address emerging issues and formulate project concepts for new development milestones. PDD also works closely with the Account Section on project appraisals, and project financial monitoring and acquittals.

Our role includes influencing behavioural changes. For instance, to encourage communities to protect and safeguard the development projects such as Fish centre and Ice making, and to educate people on how to conserve and protect these valuable projects in the Outer islands. We provide opportunities to the people, for instance we will announce vacancies on this website and on Facebook as they arise.
Establishing Fish Centres on the Outer Islands
The main purpose of this project is to enhance food security and most importantly is to develop and increase income generation to the local fishermen. The projects has been extensively covering most of the outer islands including Makin, Butaritrai, Marakei, Abaiang, Kuria, Aranuka, Nonouti, Tab South, Tab North, Onotoa, Beru, Tamana, Arorae, Banaba, Teraina and Tabuaeran.
Brief Background
The boat and engine project phase II is a continuation of a previous project that came to its conclusion in 2019. The project is implemented and coordinated by the Planning and Development Division within the Ministry of Fisheries and Ocean Resources with the aim of improving livelihood of the people of Kiribati in providing alternative source of income through fisheries related activities such including provision of boat and engine.
Development Objectives
To support artisanal fishermen to fish at far fishing grounds

The Ministry currently occupied the MFOR/Post Office building which is unsafe and could pose health risks to staff. As part of the overall new office project, the plan to build a office in Ambo to centralize all the divisions and to accommodate the growing workforce of the Ministry. The building also could provide support facilities like the laboratory, the MCS office for the coastal and offshore and other rooms like the auditorium, wet labs and others.
To provide support to mobilize work required to complete the full architectural design for the MFMRD office building.
To support the procurement of a prefab office structure to accommodate Coastal Fisheries staff while Ministry permanent office building starts.
To improve and enhance safety in the workplace.
To provide supporting facilities once the Ministry new office project completed.
To enhance energy and environmental performance
The project to establish fish centres in the outer islands is one of the Ministry of Fisheries and Ocean Resources long standing project and it has continued to date to operate for the benefits of the outer island people. Fish centres in the outer islands had been established to develop and contributes to the wealth and health of the people in those respective islands. The establishment of fish centres was funded by the Japan Fisheries Cooperation and the Government of Kiribati. Purposely the centres provide onshore storage of catches to improve the sustainable supply chain for cold storage to allow landing of catch and on the other hand provide generation of income opportunities for the local fishers.
This is one great output of the centres which allows fishermen to maintain the freshness of the catch and supply to the centres which promotes sustainable supply of fresh fish for consumption and to support fish for trade and marketing purposes.

This project aims to maximise and sustain long term food security, income generation and ensure safety at sea for artisanal fishing through an accessible revolving loan scheme. The project provides loans to artisanal fishermen for supplying fishing equipment and bigger boats with facilities to maintain the quality of fish when fishing for more than 3 days.
Solar Power System Project
This project aims to improve the living conditions and welfare of the people in the outer islands and diversification of the economy in production leading to greater self-reliance and generation of cash employment. The project provides solar power systems to Outer Islands for ice making machines to minimize the high consumption of expensive fuel.
